The Challenge

Classroom teaching now accounts for only about a third of a German teacher's working time. A 2025 University of Göttingen study on Berlin teachers puts the average working week at 50 hours, with teaching making up roughly 31 per cent – down from about 45 per cent in the 1960s. Newly added requirements alone absorb an estimated 11 hours per week. Meanwhile, Germany's education ministers project a shortfall of 50,000 teachers by 2035, with independent estimates reaching 75,000. Every hour spent on documentation instead of teaching widens that gap. The legal framework compounds the problem: student data, as data on minors, enjoys special protection under the GDPR, and regulators consistently criticize processing it via commercial AI hosted outside the EU. Because interpretation falls to individual federal states, schools effectively face sixteen different standards – a gap Germany's Conference of Ministers of Education itself flagged in October 2024, calling for a unified, data-protection-compliant solution. Adding to this, the EU AI Act classifies systems that decide on admissions, evaluate learning outcomes, or monitor exams as high-risk under Annex III, imposing risk management, documentation, and human oversight obligations on new systems from 2 August 2026.
